The Alliance Chat is a place where Alliance members can talk to each other. This is separate from Global Chat in that only people in a certain Alliance can see that Alliance's Chat.
There are also separate chats for Battlegroups in Alliance Quests, Alliance Wars, and the War Room for the Alliance War in which opposing alliances can communicate.
If you are not in an Alliance, you will not have access to Alliance Chat.
