Bullseye is a Skill Champion. Being a Skill Champion, he has a Class Bonus against Science Champions, but is weak to Mutant Champions.
Bio[]
Not much is known about Bullseye’s upbringing, and what little that is known is contentious. Allegedly, “Lester” grew up in a broken home with an abusive father and was placed in foster care after his brother tried to burn their house down. In high school he became a star baseball pitcher, even making it all the way to pitching in a major league game. Unfortunately after being mocked by a batter, he ended his baseball career by killing the player with a pitch to the head. After this he slipped through the cracks of society, eventually becoming a master assassin for the likes of Kingpin, naturally running afoul of Daredevil.
Mechanics[]
Bullseye is a potent Skill Defender that cannot Miss and always lands Critical Hits, even through Block. Since all of his attacks are Critical Hits, he focuses on building his Critical Damage Rating with Cruelty effects, and raising his damage ceiling with Dialed In Passives. On top of this, he has a potent Hit-Evade that he uses to chain into punishing, and hard to avoid, Special Attacks. You’re going to want to be Bleed Immune, have Anti-Evade effects, or flex your Well-Timed Blocking skills as much as possible in order to mitigate his damage if you want to take him down.

Abilities[]
I Never Miss - Always Active
- All hits bypass Miss, and all hits are Guaranteed Critical Hits. Critical Hits and personal effects can be inflicted through Blocks that are not Well-Timed.
- Bullseye is Immune to Precision and Fatigue effects, and gains a non-stacking +X Cruelty Buff for 8 seconds when this Immunity triggers. This Buff will not re-trigger while already active.

Dev Notes: Bullseye packs a lot of punch with his Guaranteed Critical Hits that cannot Miss, that can also be inflicted through Block. Coupling that with his instant Bleeds and his ramping Critical Damage Rating he has the potential to deal serious damage with every interaction.
Dialed In
- During a Special Attack 1 or 2, press the Block Input after the first hit to slow down time. Releasing the Block Input precisely when the final projectile is thrown grants a Perfect Release bonus.
- A Perfect result in the Special 3 Mini-Game also grants a Perfect Release bonus.
- Activating a Perfect Release bonus grants an indefinite Dialed In Passive increasing the potency of personal Cruelty Passives by +X flat, and retriggers all personal Cruelty Passives. Failing to activate a Perfect Release bonus removes 1 Dialed In Passive. Max stacks: 5.

- As a Defender, 10% chance for each Cruelty Passive to activate a Perfect Release bonus after Special Attacks 1 and 2. Additionally, Special Attack 3 always triggers a Perfect Release bonus.
Dev Notes: Much like Hawkeye or Kate Bishop, the Player is able to slow down time and gain Dialed In Passives by tapping in time with the final hit of Bullseye’s Special Attacks. In this case each Dialed In Passive increases the potency of his Cruelty Passives.
Killer Instinct
- Gaining a Bar of Power grants a non-stacking Killer Instinct Passive for 3 seconds, this will not trigger while already active. This is paused during Bullseye’s Special Attacks, and while over 1 Bar of Power or until a personal Evade triggers.
- While Killer Instinct is active, Bullseye has a 100% chance to Evade incoming Basic Attacks, Purifying any Stun Debuffs in the process. This Evade will not trigger while Blocking. Killer Instinct and its effects are not affected by Ability Accuracy reduction.
- When Killer Instinct expires as an Attacker, it goes on cooldown for 12 seconds or until Bullseye strikes the Opponent 10 times.
- When Evading, Bullseye Counter-Attacks and inflicts an instant Bleed dealing X Direct Damage.

- After Counter-Attacking as an Attacker, the ability to activate Special Attack 3 is disabled for 1 second. As a Defender, the chance to activate a Special Attack is increased for 1 second instead.
Dev Notes: Bullseye’s Hit-Evade is the cornerstone of his threat as both an Attacker and as a Defender. On Defense the challenge is to negate the Evade or cause it to expire by baiting Bullseye’s Special Attacks. If you don’t do this, Bullseye will likely activate a Special Attack right after the Evade triggers which will cause a lot of extra damage.
On Attack, you will want to take yourself to three full Bars of Power and cause your Opponent to trigger your Evade, this will lock your Special Attack 3 and allow you to throw both Special Attacks 1 & 2 back to back after the Evade triggers.

Dev Notes: The window for the first bullet is extremely tight for a very specific reason, this Signature Ability allows Bullseye to ignore nearly all of the damage he would receive from effects like Power Sting.
Special Attacks[]
Special Attacks 1 and 2
- Activating Special Attack 1 or 2 immediately after a Counter-Attack makes the first hit of the Special Attack passively Unblockable and grants a +X Fury Passive for 6 seconds. This Fury Passive will not re-trigger while already active, and is paused during Bullseye’s Special Attacks. Intercepting the Opponent with any Special Attack hit also grants this Fury Passive.

Dev Notes: This Fury Passive significantly increases Bullseye damage output during his Special Attacks, and allows him to maximize the cash-out by weaving combos in before throwing a second Special Attack.
Special 1 - Time to Deal
Bullseye shows you his hands of cards, plus a few more from up his sleeve.
- On activation, gain a True Accuracy Passive for 15 seconds, paused until the end of the Special Attack.
- The final hit inflicts 2 additional instant Bleeds, each dealing X Direct Damage.

Dev Notes: This is the Special Attack to watch out for because it is very hard to avoid with the Dexterity Mastery. Each hit inflicts instant Bleed damage so you will want to Well-Timed Block as many hits as you can if you are not already Bleed Immune.
Special 2 - Old Friends
After introducing you to two of his oldest friends, Bullseye lobs a grenade your way.
- On activation, gain a non-stacking 25% Impact Passive and inflict a non-stacking 50% Bleed Vulnerability Passive. Both of these effects last 30 seconds, and are paused until the end of the Special Attack.
- The final hit inflicts a Stun Passive for 1.50 seconds.
Dev Notes: Special Attack 2 is still hard to avoid, but it is notably easier than Special Attack 1. With the Impact and Bleed Vulnerability effects triggered on activation, you are going to want to avoid what hits that you can.
Special 3 - Foul Ball
One strike and you're out.
- Inflict a non-stacking Disorient Passive reducing Block Proficiency and Defensive Ability Accuracy by 50% for 45 seconds. While this Disorient is active, all personal Cruelty Passives are paused.
Dev Notes: This Special Attack automatically grants a Dialed In Passive, and inflicts a devastating Disorient Passive that hinders the Opponent’s Ability Accuracy and lets Bullseye deal substantially more damage through Block.

Strengths[]
- Never Misses
- Not only does Bullseye ignore the Opponent’s Miss effects, he also inflicts instant Bleed damage whenever they attempt to Evade or avoid an attack with the Dexterity Mastery.
- Always Critical Hits
- All of Bullseye’s attacks are Guaranteed Critical Hits that can be inflicted through the Opponent’s Block that allow him to ignore a significant portion of the Opponent’s Armor and Resistances.
- Very Hard to Dodge Specials
- Bullseye’s Special Attacks were designed to be very hard to avoid with the Dexterity Mastery. To further this, many of his hits inflict instant Bleed damage on hit or on Block. Keep in mind these instant Bleeds can be avoided with Well-Timed Blocks.
Weaknesses[]
- Glancing
- The ability to Glance Bullseye’s hits negates most of his damage and prevents his instant Bleeds and other hit effects from being applied.
- Anti-Evade
- Bullseye has a potent Hit-Evade that he can and will use to cancel into his Special Attacks, so Anti-Evade effects will always be valuable against him. It’s worth noting that his Hit-Evade is Immune to Ability Accuracy Modification, so Slow or Decelerate will have no effect.
- Bleed Immune
- Bleed Immune will negate some of Bullseye’s damage, but the important part of this is that Bleed Immunity will allow you to avoid Bullseye’s attacks and instant Bleed damage with Evades or with the Dexterity Mastery.
Recommended Masteries[]
- Cruelty and Lesser Cruelty
- With all of Bullseye’s attacks being Guaranteed Critical Hits, any source of extra Critical Damage Rating is a straight upgrade to his damage.
- Pierce
- With Pierce, Bullseye is able to ignore even more of the Opponent’s Armor and Resistances with his Critical Hits. Pushing him even closer to ignoring them all together.
- Liquid Courage, and Double Edge
- Bullseye’s Signature Ability will allow him to Purify away the Debuffs inflicted by these Masteries, allowing him to only be affected by the upside of these effects.
Recommended Relics[]
- Black Panther
- The Black Panther Relic’s Cruelty Buffs and its interactions with Guaranteed Critical Hits add a notable amount of extra damage to Bullseye’s already potent kit.
- Valkyrie
- With Bullseye’s raised Block Penetration stat, the Impact Passive from Special Attack 2, and the ability to inflict effects through Block all interact nicely with the Valkyrie Relic. Use the “Did We Just Become Best Friends” Synergy with Deadpool or Deadpool (X-Force) to get the most out of this.
